At the October 15, 2026 BPAC meeting, Andre Soucy and Eamon Jahouach, from Funding Strategy at OakDOT, will present on a transportation grant funding opportunity this fall. The Trade Corridor Enhancement Program (TCEP) provides funding for infrastructure improvements on rail corridors that have a high volume of freight movement. These types of improvements have the additional benefit of improving conditions for people walking, biking, rolling, or driving across at-grade railroad crossings. OakDOT requests BPAC feedback on prioritization of 3 of 5 potential railroad crossing intersection improvements on San Leandro Street for this grant application. OakDOT staff will be requesting BPAC to consider writing letters of support. Applications are due in mid-November, and the awards are expected to be announced in June 2027.
An excerpt is below, followed by the full presentation.
Project Locations
- San Leandro Street at 75th, 81st, 85th, 92nd, and 98th avenues
- Today, it’s a wide 4-lane road and a truck route running parallel to the UPRR tracks.
- Goal: Revitalize outdated railroad crossings, improving freight movement and safety.
- Several intersecting local streets provide access to businesses, residential neighborhoods, transit, and public resources (recreation centers, schools, etc.)
- The East Bay Greenway is also underway and connects to local bike routes and sidewalks that should provide connections to these destinations.
Existing Conditions
- Crossings currently lack adequate separation between rail and roadway traffic, with existing infrastructure in poor condition and obstructing the pedestrian ROW.
- Between March 2021 to March 2026, there were 74 crashes across the five proposed locations. This includes 2 fatal crashes, 3 severe injury crashes, and 5 pedestrian-involved crashes at these railroad crossings/intersections.
