At the September 17, 2026 BPAC meeting, Manuel Corona, from OakDOT’s Major Projects Division, presented on a Caltrans Sustainable Planning grant application in development: “98th Avenue Connections: Doolittle Drive to Golf Links Road” from East Oakland Neighborhood Initiative (EONI). OakDOT staff requested BPAC to consider writing a letter of support. Applications are due in early October, awards are expected to be announced in Spring 2027.

98th Avenue Connections — Doolittle Drive to Golf Links Road
- 2020 East Oakland Neighborhood Initiative recommends the 98th Ave pedestrians connections over I-880 between Empire and Edes.
- People traveling on 98th Ave experience:
- More than a proportionate share of severe and fatal traffic collisions.
- Significant high traffic speeds.
- People living near 98th Ave are in Oakland’s highest and high equity priority neighborhoods.
98th Ave Study Objectives
- Partner with community-based organizations from East Oakland to guide the entire planning process and beyond.
- Build off prior planning and engagement to identify baseline mobility needs on 98th Avenue.
- Engage communities to establish transportation-focused priorities for 98th Avenue.
- Collect existing conditions data and conduct a racial equity impact analysis.
- Develop up to three design concepts and work with communities to select and refine a final concept.
- This may include near-term and long-term improvements.
