6:001Roll Call, Determination of Quorum, Introductions, and Acknowledgement of Recent Bicyclist and Pedestrian Fatal Traffic Crashes (10 minutes)
Chair Whipps will take roll call, determine quorum, and facilitate introductions. He will lead the commission in an acknowledgement of recent fatal and other high-profile traffic crashes in Oakland involving bicyclists and pedestrians.
•  Around 9:37 PM on September 2nd, 2026, a Hispanic male pedestrian in his 50s was walking across International Boulevard at 13th Avenue when he was struck and severely injured by a vehicle driver traveling eastbound on International Blvd.
6:102Open Forum / Announcements (below) / Public Comment (10 minutes)
Members of the public may comment on any issue within BPAC’s subject matter jurisdiction. Comments on a scheduled agenda item will be heard with that item. The BPAC’s Open Forum Liasons track Open Forum issues raised by the public. The Liasons review the public comments on a periodic basis to identify policy issues for discussion by the Commission. 6:254BPAC Committee & Liaison Report Backs (20 minutes)
Committees of the BPAC will provide brief updates to the Commission. All commissioners will be given the opportunity to volunteer for, switch, or remove themselves from the Commission’s committees and liaison positions. A list of active committees is included in the agenda packet and on the BPAC webpage.
• Infrastructure Committee: The last meeting was on September 3, 2026. View meeting notes. The next meeting is scheduled for Thursday, November 5, from 3:30 to 5:30 PM.
• Policy and Legislative Committee: The last meeting was on July 27, 2026. They discussed speed limit setting, 311 calls, and the possibility of AC Transit cameras to cite bike-lane violations. View meeting notes [PDF]. The next meeting is October 27, 2026, from 6 to 7:30 PM.
• The Ad-Hoc General Plan Advisory Committee met with staff from the Planning Department, DOT, and OPW on August 5, 2026, to discuss the BPAC’s greenway recommendations to the General Plan Update.
• The Liaisons to the Public Works and Transportation Committee (PWTC) of Oakland City Council will report back on items related to the BPAC. View notes.
• The ad-hoc recruitment committee will share updates on recruitment for BPAC Commissioners for 2027, since the BPAC Open House held on Wednesday, August 12, 2026, at the César E. Chávez Branch Library.
6:455Metropolitan Transportation Commission’s Regional Measure 3 Safe Routes to Transit & Bay Trail Program (RM3 SR2TBT) (30 minutes)
Ruth Meza and Jane Mei, from OakDOT’s Major Projects Division will present on two of four RM3 SR2TBT design and construction grant applications in development: 7th Street Bay Trail West Enhancement and Bay Trail Gap Closure Central. (Kennedy Street Corridor and 8th Street Corridor Improvements projects were presented to BPAC in July 2026, and September 2024, respectively).
• 7th Street Bay Trail West Enhancement (Wood Street to Bay Street Circle) – will improve safety, connectivity, and accessibility on the Bay Trail, connecting to the Bay Bridge Trail, Middle Harbor Shoreline Park, the historic 7th Street Commercial District, and the West Oakland BART station by upgrading the existing undercrossing of I-880 and implementing a Class I bicycle facility that separates pedestrians and bicyclists from Port-related heavy vehicle traffic. Potential grant cosponsorship with the Port of Oakland.
• Bay Trail Gap Closure Central: Brooklyn Basin – will complete one of MTC’s highest-priority missing links in the Bay Trail by implementing approximately 0.5 miles of Class I shared-use path with landscaping and wayfinding signage. Application will be developed in partnership with Signature Development.
• Bay Trail Gap Closure East: Kennedy Street Corridor – will close a currently unbuildable gap #4096 in the Bay Trail using an on-street alternative. This segment will help connect Alameda city residents, Jingletown, and other East Oakland communities by installing Class I shared-use paths or Class IV protected bike lanes, and Class III bike boulevards to connect adjoining segments of the Bay Trail.
• 8th Street Corridor Improvements – will improve pedestrian and bicyclist safety, accessibility, and connectivity within Oakland’s Chinatown and Old Oakland Equity Priority Communities. The project will strengthen connections to the Lake Merritt BART station and AC Transit stops while expanding access to regional trails, including the Bay Trail and future East Bay Greenway. Potential grant co-sponsorship with BART.
7:156Caltrans Sustainable Transportation Planning Grants FY2027-2028 (20 minutes)
Manuel Corona, from OakDOT’s Major Projects Division, will present on a Caltrans Sustainable Planning grant application in development: “98th Avenue Connections: Doolittle Drive to Golf Links Road” from East Oakland Neighborhood Initiative (EONI). OakDOT staff will be requesting BPAC to consider writing a letter of support. Applications are due in early October, awards are expected to be announced in Spring 2027.
7:357Planning for BPAC Retreat (15 minutes)
BPAC Commissioners will discuss possible agenda topics for an upcoming strategic planning “retreat”, a BPAC special meeting to be held on October 1, 2026 from 6 to 8 PM at City Hall, Hearing Room 3. Agenda topics include reviewing and updating BPAC’s Strategic Plan which was originally developed at a special meeting in January 2020 and adopted in August 2020. The Strategic Plan has since been updated in March 2021, April 2022, and April 2023. It was most recently discussed (but not updated) at the February and March 2024 BPAC meetings.

Announcements

  • OakDOT’s Complete Streets Infrastructure Division is launching two traffic safety projects in the Fruitvale area this September:
    • The Foothill Boulevard Traffic Safety Project will add safety improvements to Foothill Boulevard from 23rd Avenue to Fruitvale Avenue when the street is repaved in 2028. Staff has developed two design options that include pedestrian safety and traffic calming improvements. The main difference between the options is that one has bike lanes (per OakDOT’s 2019 Bike Plan) while the other does not. OakDOT will be doing extensive community outreach this fall to share the benefits and trade-offs of each option and gather the community’s feedback.
    • A second project called Calm Fruitvale Streets will develop designs to slow traffic and add pedestrian safety improvements along a network of neighborhood streets between 23rd Avenue and 42nd Avenue between Foothill Boulevard and International Boulevard. Improving this Slow Streets route, which was developed via previous community outreach, will give residents an alternative to biking on Foothill or International and will make everyday travel through the neighborhood safer. Some of the streets on this route are scheduled for repaving in 2028. For the remaining segments, OakDOT will pursue funding to construct the improvements. Staff will start outreach this fall, including visits to Neighborhood Council meetings, the launch of a project survey on September 21, 2026 and a bike tour of the Calm Fruitvale Streets route on October 11, 2026.
