He will lead the commission in an acknowledgement of recent fatal and other high-profile traffic crashes in Oakland involving bicyclists and pedestrians. • Around 6:22pm on July 14, 2026, a 45-year-old, Black, male, Oakland resident was walking across Coliseum Way at High St when he was fatally hit by a vehicle driver. • Around 9:15am on August 6, 2026, a Black, female, Oakland resident in her 30s was crossing 35th Ave at Mangels Ave when she was struck by a vehicle and severely injured. |

| 6:25 | 4 | BPAC Committee & Liaison Report Backs (20 minutes) Committees of the BPAC will provide brief updates to the Commission. All commissioners will be given the opportunity to volunteer for, switch, or remove themselves from the Commission’s committees and liaison positions. A list of active committees is included in the agenda packet and on the BPAC webpage. • Infrastructure Committee: The last meeting was on July 2, 2026. View meeting notes. The next meeting is scheduled for Thursday, September 3, from 3:30 to 5:30 PM. • Policy and Legislative Committee: The last meeting was on July 27, 2026. They discussed speed limit setting, 311 calls, and the possibility of AC Transit cameras to cite bike-lane violations. View meeting notes [PDF]. The next meeting is October 27, 2026, from 6:00 to 7:30 PM. • The Ad-Hoc General Plan Advisory Committee met with staff from the Planning Department, DOT, and OPW on August 5, 2026, to discuss the BPAC’s greenway recommendations to the General Plan Update. • The Liaisons to the Public Works and Transportation Committee (PWTC) of Oakland City Council will report back on items related to the BPAC. | 6:45 | 5 | 66th Ave BART to Bay Trail Project (25 minutes) OakDOT staff Jane Mei and Chase Fowler will share about the 66th Avenue project. This project proposes a multi-use path that connects the Coliseum BART station and the Martin Luther King Jr Shoreline, crossing I-880 and the Capitol Corridor Railroad tracks. OakDOT is preparing to select an engineering consultant later this year. OakDOT received Alameda County Measure BB and CA State Coastal Conservancy funding for planning, design, and permitting of this project. Sign up for project update emails. |
| 7:10 | 6 | HSIP Grant Application (30 minutes) OakDOT staff Sofia Pollman and Andre Soucy will share an overview of the crash data-driven Highway Safety Improvement Program (HSIP) grant program and the status of ongoing HSIP projects in Oakland. They will also discuss and seek feedback on the current proposals for HSIP Cycle 13 to request funds to implement HSIP-eligible countermeasures that focus on intersection safety. The applications are due November 2, 2026. Staff are requesting a letter of support for the application from the BPAC. |

- Bike Fix Tour:
81st Ave Library staff will give a tour of The Bike Fix repair shop located inside the library for attendees of this meeting. Please arrive by 5:40 if you would like to hear about the Bike Fix - Apply to the BPAC:
Applications to become a BPAC commissioner beginning in January 2027 are due September 10, 2026. Applicants must live in Oakland and have a demonstrated history of community and/or professional involvement with pedestrian and/or bicyclist issues. Geographic representation of Oakland’s neighborhoods will be considered in selecting commissioners. There will be an Open House for those interested in applying for the BPAC on August 12 from 6:30-7:30 at the Cesar Chavez Library. - ACTC CIP Grant Application Letter of Support:
Commissioner Rager and Chair Whipps authored the letter of support on behalf of the BPAC for the 73rd Ave Active Routes to Transit, 8th Street Corridor Improvements, Oakland Estuary Bay Trail Connections, Ascend School Safety Improvements, and QuickBuild Safety Treatments at Uncontrolled Crosswalks on Multilane Roadways projects. The BPAC voted to write this letter of support for these OakDOT projects for the Alameda CTC 2028 Comprehensive Investment Program grant at the July BPAC meeting. - Embarcadero West Project Survey:
The Embarcadero West Rail Safety and Accessibility Improvements Project proposes to improve safety, access to the waterfront, and train reliability along this street. Help shape Phase 2 and the future of the commercial core on Embarcadero West with our 5-minute summer survey. - E 21st Street Open House:
Thanks to all who attended the Open House for this project last month! OakDOT heard lots of positive feedback on the project toolkit and great ideas to inform our conceptual design process. A summary of the event and next steps is on the project webpage. You can expect to see draft conceptual designs soon. OakDOT is currently working with our engineering team to ensure that we develop a scope that can be delivered with Measure U funding through our paving program. Once we confirm that the scope is consistent with this funding source, you will have the opportunity to comment on the designs. - Oakland’s 2026 Bicycle Friendly Community Public Survey:
To gain a better understanding of local bicyclists’ experiences, the League of American Bicyclists developed a public survey so that Oakland bicyclists can provide input. The survey is open until September 8 to everyone familiar with or interested in bicycling in Oakland. In June 2026, Oakland applied to renew its status as a Gold Level Bicycle Friendly Community.
