At the August 20, 2026 BPAC meeting, OakDOT staff Sofia Pollman and Andre Soucy shared an overview of the crash data-driven Highway Safety Improvement Program (HSIP) grant program and the status of ongoing HSIP projects in Oakland. They also discussed and sought feedback on the current proposals for HSIP Cycle 13 to request funds to implement HSIP-eligible countermeasures that focus on intersection safety. The applications are due November 2, 2026. Staff requested a letter of support for the application from the BPAC.

HSIP Purpose
The purpose of the HSIP program is to reduce traffic fatalities and serious injuries on all public roads. For a project to be eligible for HSIP funding, a specific safety problem must be identified, and the proposed countermeasure(s) must substantially address the condition.

- Improving Signalized Intersections: “Traffic Signal and Signs” was top collision factor for signalized intersections.
- Pedestrians Safety at Signalized Crossings: “Broadside” and “Ped/Vehicle” collisions tied for most crashes.
- Unsignalized/Uncontrolled Intersections: Collision factors mainly only involved motor vehicles at top 25 intersections
