Safe Oakland Streets (SOS) Initiative 2025 Annual Update

Traffic stops continued to focus on moving violations in 2025.

At the June 18, 2026 BPAC meeting, Jasmine Pomar will present the Safe Oakland Streets (SOS) 2025 Annual Informational Report. With the goal of eliminating crash disparities and fatalities, SOS tracks and reports annually on five strategy areas that inform interdepartmental collaboration and action. Included in the presentation is an analysis of the traffic safety improvements delivered in 2025, an analysis of traffic enforcement in 2025, and highlights related to policy advancement, partnerships, and engagement.

SOS Strategies

  • Strategy 1: Coordination & Collaboration with AC Transit
    • Near-term priorities: International Blvd, joint funding opportunities, ongoing project coordination, bus shelters
  • Strategy 2: Engineering
  • Strategy 3: Policy
    • Planning for Oakland’s Speed Camera Program launch was completed in 2025, with a vendor secured, for a start date of early 2026.
    • AB 981, introduced in 2025, would have required speed governors on vehicles of repeat excessive speeders. It failed in committee. SOS is tracking opportunities for similar legislation.
    • SB 720 was signed in 2025, which allows an updated Red Light Camera Program in Oakland that would be run similarly to Speed Safety Systems.
  • Strategy 4: Planning and Evaluation
    • Evaluation of the International Boulevard Quick-Build Project saw notable decreases in vehicle speeds and bus lane violations, as well as a reduction in pedestrian fatalities.
  • Strategy 5: Engagement
  • Strategy 6: Enforcement
    • In 2025, OPD prioritized citations for missing license plates to support the launching of OakDOT’S Speed Safety Camera program.
    • Traffic stops are more focused on high-injury corridors and the most dangerous driving behaviors.
