Remote participation including public comment via teleconferencing is not available at this time. Hybrid meetings may commence once the City of Oakland has established meeting procedures and allocated resources for simultaneously supporting in-person and remote participation. Members of the public may comment on any issue within BPAC’s subject matter jurisdiction. Comments on a scheduled agenda item will be heard with that item. The BPAC’s Open Forum Committee tracks Open Forum issues raised by the public. The Committee reviews the public comments on a periodic basis to identify policy issues for discussion by the Commission. 6:254Recent Bicyclist- and Pedestrian-Related Crashes (10 minutes) below
Commissioner Schader will lead the commission in a discussion of recent fatal and other high-profile traffic crashes in Oakland involving bicyclists and pedestrians.
· On Sunday, January 22nd, 2023 at approximately 12:08 AM, a 31-year-old male pedestrian was struck by a driver in a hit-and-run collision at the 2000 block of International Boulevard (westbound and 100 feet west of 21st Avenue). The pedestrian suffered severe injuries and later passed on September 10th, 2023.
· On Sunday, September 26th, 2023 at approximately 7:30-7:45 AM, a 72-year-old female pedestrian was killed by a driver in a hit-and-run collision along the 3600 block of Seminary Avenue, near the intersection with Outlook Avenue.
· On Tuesday, September 26th, 2023 at approximately 9:34 PM, a female pedestrian was killed by a driver in a hit-and-run collision in the westbound direction in the 5400 block of International Boulevard.
· On Friday, October 6th, 2023 at approximately 8:49 AM, a pedestrian was killed by a train while crossing the railroad tracks at the 900 block of 37th Avenue.
6:355BPAC Commissioner Recommendations (15 minutes) below
The Recruitment Committee will report back with recommendations from its review of applications of people seeking to be appointed to the BPAC for three-year terms beginning January 2024. The Committee is recommending Enjoleah Daye, Cynthia Citlali Herrera, and David Ralston (reappointment). Commissioners are appointed by the Mayor and confirmed by City Council.
6:506Vision 980 Study (25 minutes)
Becky Frank and Hunter Oatman-Stanford, transportation planners from the Office of Regional and Community Planning at Caltrans District 4, will introduce Caltrans’ Vision 980 Study.
7:157Safe Routes to BART Application for Lakeside Drive Cycle Track Project (20 minutes)
Craig Raphael, Senior Transportation Planner with OakDOT’s Capital Finance team, will provide an overview of and request a BPAC letter of support for an upcoming application to the Safe Routes to BART construction grant program for a cycle track at Lakeside Drive between International Boulevard and 19th Street. Craig will also be able to answer questions about the City of Oakland’s involvement in the Safe Routes to BART program to date.
7:358Fire Code Amendments – Status (5 minutes)
The Ad Hoc Committee on Fire Code Amendments continues to seek information from the Oakland Fire Department on proposed amendments to the Oakland Fire Code. The Committee is monitoring the agendas of the City Council’s Public Safety Committee where the item is anticipated to be heard.

Item 4. Recent Crashes — Summary of Discussion

  • George Spies shared on behalf of Traffic Violence Rapid Response (TVRR) that there were at least five traffic fatalities in Oakland the week of September 26th. He and Bryan Culbertson visited 3 of the locations, including the site of the pedestrian death on Seminary Avenue, and met the family of the victim while they were setting up a roadside memorial for the victim. TVRR may announce a vigil event for the victim.
  • Quick-builds should be considered at sites like the one on Seminary Avenue. There have been at least two fatal collisions near this location in the past year.
  • Commissioner Mangrum rides a bicycle on International Blvd all the time, and has experienced a number of near-misses with drivers.
  • International Boulevard appears dangerous for the most vulnerable pedestrians (I.e., children and seniors), according to collision data.

Item 5. BPAC Commissioner Recommendations — Summary of Discussion

  • The Recruitment Committee reported back with recommendations from its review of applications of people seeking to be appointed to the BPAC for three-year terms beginning January 2024. The Committee recommended Enjoleah Daye, Cynthia Citlalli Herrera, and David Ralston (reappointment). Commissioners are appointed by the Mayor and confirmed by City Council.
  • A motion to accept the Recruitment Committee’s recommendations to appoint as Commissioners Enjoleah Daye, Cynthia Citlalli Herrera, and David Ralston (reappointment) was made (Yee), seconded (Whipps), and unanimously approved by roll call vote. Commissioner Ralston abstained.
  • Staff will forward the recommendations to the Mayor’s Office.

  • BPAC Tabling Materials:
    OakDOT staff are developing a design and acquiring tabling materials for the BPAC to facilitate BPAC participation at community events. The materials may include banners or tablecloths, flyers, t-shirts for BPAC members, and other handouts. If you have thoughts on a potential design or materials, please email Stephen Tu.
  • Caltrans Highway 13/Bruns Court Pedestrian Overcrossing Project (POC) – OakDOT Comments on Draft Environmental Document:
    OakDOT staff submitted comments on the Caltrans draft mitigated negative declaration for the replacement of the Bruns Ct POC over Highway 13 at Montclair Park. The environmental document evaluates three alternatives: a bridge with a switchback ramp landing between Highway 13 and Moraga Ave (Alternative 2); a bridge with a linear ramp along Montclair Park with two possible configurations for Moraga Ave (Alternatives 3a and 3b); and surface street improvements in lieu of a replacement bridge (Alternative 4). If a bridge alternative is selected, OakDOT supports Alternative 3b which includes a road diet on Moraga Ave to improve pedestrian/bicyclist safety and to address existing sub-standard travel lane widths. While OakDOT staff do not support Alternative 4 as proposed, OakDOT staff see a significant opportunity for an expanded Alternative 4 to improve access between Bruns Ct and Montclair Park and reduce pedestrian exposure to traffic in a manner comparable to a new bridge.
  • Direct Community Grant for Spokeland:
    The City’s FY 23-25 Budget earmarked a total of $750,000 for the 2023 Direct Community Grant Program. City Council subsequently selected the grantee organizations, including Spokeland, a bicycle repair collective based in Oakland’s Longfellow neighborhood since 2011. The Finance Department identified OakDOT as the department responsible for managing the Spokeland project, which received a grant of $16,250. The Bicycle & Pedestrian Program is tasked with establishing and administering this contract. Towards the end of FY23-24, the Citywide Grant Coordinator will present a Grant Continuation or Renewal Recommendation to City Council, creating an opportunity for this program to recur annually.
  • Park Blvd Crossing to Safety:
    Two traffic signals were turned on over the last two weeks along Park Blvd. This includes one new traffic signal at the intersection with 13th Ave adjacent to Edna Brewer Middle School, and one traffic signal modification at the intersection with Excelsior Ave/Grosvenor Pl. Pedestrian “recall” was programmed at the 13th Ave traffic signal to occur weekly between 4:30 PM on Friday and 9:30 PM on Saturday of the request of Beth Jacob Congregation to ensure the pedestrian lights come on without the need to push the pedestrian buttons during observance hours. Landscaping at the 13th Ave intersection is beginning the final week of September and is scheduled to be complete in October. Streetlights were adjusted at 13th Ave to accommodate resident concerns while still meeting safety standards. Additional adjustments to pavement markings and traffic signs are to follow in the Fall. By early Winter, a travel lane will be removed in each direction of Park Blvd approaching the crosswalks at Beaumont Ave using plastic delineators, pavement markings, and signs.
  • OakDOT Major Projects Map Updates:
    In collaboration with the Capital Finance Section, the Bicycle & Pedestrian Program has completed the GIS data update and web map refresh on the OakDOT Major Projects Map with major updates in capital projects as of 8/21/2023. The update includes an additional 23 capital projects and significant updates on the attributes of the existing projects in fields such as project status, funding source, project information, project costs, project managers, expected completion dates, and more.
  • Oakland Traffic Fatality Web Map Updates:
    The Traffic Fatality Map has been updated with the latest fatality data through the month of August 2023. The map also features traffic fatality data for 2019, 2020, 2021, 2022, and 2023 on victim counts by year and by mode (Pedestrian, Bicyclist, Driver, Passenger, Motorcyclist, Other motorized User, Other non-motorized User). This integrated traffic fatality data covers data collected and compiled by OPD, OakDOT’s Rapid Response Program (Traffic Engineering), and OakDOT’s Bicycle & Pedestrian Program.
