Foothill/22nd St Project

At the August 6, 2020 Infrastructure Committee meeting, Lucas Woodward, OakDOT staff presented on the Foothill Blvd/22nd Street Project, that the City is preparing an Active Transportation Program (ATP) application for. There were no plans/documents shared at this time.

  • Garfield Elementary Safe Routes to School — There was a fatal crash here in 2019, which resulted in rapid response project around the school.
  • This application builds on top of the rapid response project with more expensive upgrades like signals—mast arm, left turn phase, pedestrian leading phase
  • $650-815k budget total
  • ATP application deadline: Sept. 15, 2020

Foothill/E 15th Paving & Bikeway

At the August 6, 2020 Infrastructure Committee meeting, Sarah Fine, OakDOT staff presented on the Foothill Blvd & E 15th project. There were no plans/documents shared at this time.

  • Concept is 2 to 1 road diet with a buffered bike lane and high visibility crosswalks.
  • Project will be delivered with paving this fall.
  • Previous concept had a left side bike lane to avoid conflicts with bus stops—The new version has a right side bikeway instead, to avoid transition points at each end of the project.
  • Designs to be finalized within 2 months. Committee members asked for plans to be shared at that time.

KONO Rapid Response

At the August 6, 2020 Infrastructure Committee meeting, Hank Phan, OakDOT staff presented on the KONO (Koreatown-Northgate-Waverly) Rapid Response Project.

OakDOT is finishing up a permanent design for Telegraph Avenue from 20th St. to 29th St. that will be constructed in 2021. In the meantime, the Department will install interim treatments in 2020 that address lessons learned from the 2016 street design currently on Telegraph Ave.

The interim treatments are:

  1. Bollards between bike lane and parking, and around beige painted safety zones
  2. Clear and more frequent stencils to indicate the lane against the curb is in fact a bike lane
  3. Slower right turns with special turning speed humps
  4. Restricting left turns and through movements at key intersections with bollards (23rd St., 25th St., and Sycamore St.)

7th Street Connection Project

At the August 6, 2020 Infrastructure Committee meeting, Charles Ream, OakDOT staff presented on the 7th Street Connection Project, that the City is preparing an Active Transportation Program (ATP) application for.

About the Project

7th Street from Mandela Parkway to Market Street is set to be repaved in 2022/23. As part of this paving project, the City of Oakland Department of Transportation (OakDOT) will remove one lane of vehicle travel and install buffered bike lanes as called for by the West Oakland Specific Plan and the 2019 Bike Plan Update.

The 7th Street Connection Project is an effort by the City to target State or Local Grant funding to go above and beyond what is planned as part of repaving. OakDOT is conducting outreach to the West Oakland community to gather input on potential improvements to the full 7th Street Corridor from Mandela Pkwy to MLK Jr. Way, including sidewalk widening, new trees and lighting, and safety improvements for people walking and biking. These improvements would only be possible through a State or Local transportation grant application.

Neighborhood Bike Route Implementation Guide – Draft

At the August 6, 2020 Infrastructure Committee meeting, Jennifer Stanley, OakDOT staff from the Bicycle & Pedestrian Section led a discussion on Neighborhood Bike Routes. This draft Neighborhood Bike Route Implementation Guide is an update from the previous draft presented at the June 4, 2020 Infrastructure Committee meeting.

This Guide provides detailed direction on implementing the neighborhood bike route recommendations in Let’s Bike Oakland!, the City of Oakland’s Bicycle Plan (2019).

The City of Oakland’s Bicycle Plan, Let’s Bike Oakland! (2019) proposes 74 miles of neighborhood bike routes, defined as:

  • Calm local streets where bicyclists have priority but share roadway space with automobiles.
  • Includes shared roadway bicycle markings on pavement and additional traffic calming measures like speed humps or traffic diverters to keep streets comfortable for bicyclists
  • Comfortable for bicyclists with wider range of comfort levels

The Bicycle Plan outlines four actions for streets designated as neighborhood bike routes: Improving Major Street Crossings; Reducing or Preventing Speeding; Preventing High Car Volumes; and Increasing Pavement Quality. These actions are addressed in the guidance below…
