Remote participation including public comment via teleconferencing is not available at this time. Hybrid meetings may commence once the City of Oakland has established meeting procedures and allocated resources for simultaneously supporting in-person and remote participation. All Commission meetings will include procedures to comply with the open meeting requirements of the City’s Sunshine Ordinance and the State’s Brown Act.

Sign up to receive these BPAC agendas by email. - Oakland Traffic Fatality Web Map Updates:
The Traffic Fatality Map has been updated with the latest fatality data through September 2023. In addition, the web map also features traffic fatality data for 2019, 2020, 2021, 2022, and 2023 on victim counts by year and by mode (Pedestrian, Bicyclist, Driver, Passenger, Motorcyclist, Other motorized User, Other non-motorized User). This integrated traffic fatality data comes from the compilation of instances by OPD, OakDOT’s Rapid Response Program, and Bicycle & Pedestrian Program. - Metropolitan Transportation Commission (MTC) Technical Assistance Grant for Doolittle Dr Bay Trail Gap Closure:
Earlier this year, the East Bay Regional Park District (EBRPD) completed a new half-mile section of Class I Bay Trail along Doolittle Drive from Swan Way to the Doolittle Staging Area parking lot (read about it on pg 2 of the latest We Bike Oakland newsletter [PDF]). This leaves a roughly half-mile gap in the trail before connecting to existing paths in Alameda. Bicycle & Pedestrian Program (BPP) staff participated in the MTC Bay Trail Gap Closure Implementation Plan which highlighted the importance of this segment with a high ranking score in the recently finished prioritization schema.
This segment is not included in the Measure DD plan for waterfront access. Doolittle Dr is a Caltrans facility under Port of Oakland jurisdiction adjacent to EBRPD shoreline parks, has a limited width right-of-way, and has low elevation spots vulnerable to sea level rise. Because of the complicated factors for building bicycle and pedestrian access, BPP staff responded to a call for interest from the MTC Active Transportation Technical Assistance Program. Given that the Doolittle Drive Bay Trail Gap Closure project is along the Bay Trail and implements Oakland’s bike plan, MTC recommended $40,000 in funding for design assistance. The award is pending approval by the MTC Planning Committee meeting December 8, 2023. Staff subsequently met to begin coordination with the City of Alameda which is seeking substantial grant funding for sea level rise adaptation for Doolittle Dr because it is one of only two emergency evacuation routes for the low-lying Bay Farm Island neighborhood. Main goals of the technical assistance project are to coordinate the various stakeholders and develop short-term bike/ped improvement options. - Paint The Town Street Mural Painting at 7th Ave and Booker Street:
On November 5th, the Oakland Urban Farming Project completed a street mural within a one-block section of 7th Avenue, near the intersection with Booker Street. The Oakland Urban Farming Project conducted community outreach to secure support for the mural, which thematically ties in with the adjacent terraced community garden. The mural project was facilitated by OakDOT’s Paint The Town Program. - 8th Street West Oakland Traffic Calming Project – Public Art Component Approval:
On November 6th, the artists Nyia Luna and the Bay Area Mural Program received approval from the City’s Public Art Advisory Committee (PAAC) to paint utility boxes as a part of the public art component of the 8th Street West Oakland Traffic Calming Project. This approval allows artists to paint the remaining utility boxes that are part of this project, in addition to boxes previously approved by the PAAC on September 11th and currently being painted by the artist Refa One. A total of 14 utility boxes will be painted along 8th Street and nearby areas. Painting is anticipated to be complete by early 2024.
