PUBLIC PARTICIPATION

Remote participation including public comment via teleconferencing is not available at this time. Hybrid meetings may commence once the City of Oakland has established meeting procedures and allocated resources for simultaneously supporting in-person and remote participation. All Commission meetings will include procedures to comply with the open meeting requirements of the City’s Sunshine Ordinance and the State’s Brown Act.

6:102Open Forum / Public Comment (10 minutes)
Members of the public may comment on any issue within BPAC’s subject matter jurisdiction. Comments on a scheduled agenda item will be heard with that item. The BPAC’s Open Forum Liasons track Open Forum issues raised by the public. The Liasons review the public comments on a periodic basis to identify policy issues for discussion by the Commission. To request City services, please contact the City of Oakland Call Center (311).
6:203Approval of meeting minutes (5 Minutes)
Seek motion to adopt the December 2023 BPAC meeting minutes.
6:254Recent Bicyclist- and Pedestrian-Related Crashes (10 minutes)
Commissioner Schader will lead the commission in a discussion of recent fatal and other high-profile traffic crashes in Oakland involving bicyclists and pedestrians.
· On Thursday, December 28th, 2023 at approximately 7:23 PM, a 47-year-old Hispanic male pedestrian was killed by a driver in a collision at the 7600 block of International Boulevard on the westbound side of the street 48 feet east of 76th Avenue.
· On Monday, January 1st, 2024 at approximately 12:44 AM, a 23-year-old Black female pedestrian was killed on the sidewalk by a driver “doing donuts” in a hit-and-run collision at the intersection of International Boulevard and 42nd Avenue.
· On Tuesday, January 9th, 2024 at approximately 12:56 PM, a 59-year-old Black female pedestrian crossing the street was killed by a driver in a hit-and-run collision on San Pablo Avenue 900 feet north of 23rd Street.
6:355BPAC Chair’s Report to the Public Works and Transportation Committee (10 minutes)
BPAC Chair Dianne Yee will present a revised and final 2023 BPAC Chair’s Report to Oakland City Council’s Public Works Committee for the BPAC’s review and approval.
6:456Nominations & Elections for BPAC Chair and Vice Chair (10 minutes)
Staff will facilitate nominations and elections for 2023 BPAC Officers, following the process described in BPAC’s By-Laws.
6:557Capital Improvement Program Overview for Fiscal Years 2023-2025 (35 minutes)
Yvonne Chan, Transportation Planner II with OakDOT’s Capital Finance team, will provide an overview of the Capital Improvement Program (CIP) process for the 2023-2025 fiscal year term and upcoming milestones.
7:308Committee Overviews, Report Backs, and New Assignments (20 minutes)
Committees of the BPAC will provide brief overviews and updates to the Commission. All commissioners will be given the opportunity to volunteer for, switch, or remove themselves from the Commission’s committees and liaison positions. A list of active committees is included in the agenda packet and on the BPAC webpage.

  • Oakland Traffic Fatality Web Map Updates:
    The Traffic Fatality Map has been updated with the latest fatality data through November 2023. In addition, the web map also features traffic fatality data for 2019, 2020, 2021, 2022, and 2023 on victim counts by year and by mode (Pedestrian, Bicyclist, Driver, Passenger, Motorcyclist, Other motorized User, Other non-motorized User). This integrated traffic fatality data comes from the compilation of instances by OPD, OakDOT’s Rapid Response Program, and Bicycle & Pedestrian Program.
