Remote participation including public comment via teleconferencing is not available at this time. Hybrid meetings may commence once the City of Oakland has established meeting procedures and allocated resources for simultaneously supporting in-person and remote participation. All Commission meetings will include procedures to comply with the open meeting requirements of the City’s Sunshine Ordinance and the State’s Brown Act.

6:102Open Forum / Public Comment (10 minutes)
Members of the public may comment on any issue within BPAC’s subject matter jurisdiction. Comments on a scheduled agenda item will be heard with that item. The BPAC’s Open Forum Liasons track Open Forum issues raised by the public. The Liasons review the public comments on a periodic basis to identify policy issues for discussion by the Commission. To request City services, please contact the City of Oakland Call Center (311).
6:203Approval of meeting minutes (5 Minutes)
Seek motion to adopt the December 2023 and January 2024 BPAC meeting minutes.
6:254Recent Bicyclist- and Pedestrian-Related Crashes (10 minutes)
Commissioner Schader will lead the commission in a discussion of recent fatal and other high-profile traffic crashes in Oakland involving bicyclists and pedestrians.
· On February 5th, 2024, at approximately 12:49 pm, a 73-year-old male pedestrian was killed in a hit-and-run crash while crossing the street headed north in the crosswalk at International Blvd and 95th Ave.
6:355Update on New Commissioners (10 minutes)
OakDOT staff and members of the former BPAC 2023 Ad-Hoc Recruitment Committee will provide an update on the status of new commissioners and request a motion for the BPAC to recommend an applicant to fill the existing vacancy.
6:4562023 State Legislation Review (30 minutes)
Tony Dang from OakDOT will provide a status update of state legislation impacting transportation introduced in 2023, the status of those proposals, and OakDOT’s plans for implementing bills that were signed into law. Dang will cover AB 645 (Friedman), AB 251 (Ward), AB 413 (Lee), and AB 361 (Ward) which were signed into law, and AB 825 (Bryan) which was vetoed.
7:157BPAC Strategic Planning Review & Look Ahead for 2024 (30 minutes)
BPAC Chair Gardner and Vice Chair Ralston will lead the commission in updating the 2023 Strategic Plan by reviewing past achievements, goal-setting for 2024, and planning with an eye towards equity, relationship building/community engagement, and alignment with the needs of Oakland’s diverse communities. This discussion may include BPAC commissioner expectations and how commissioners can engage with their council districts and neighborhood councils.
7:458Committee Report-Backs (10 minutes)
Committees of the BPAC will provide brief overviews and updates to the Commission. A list of active committees is included in the agenda packet and on the BPAC webpage.

  • BPAC Agenda Sign-Up List:
    Sign up to receive these BPAC agendas by email.
  • Oakland Traffic Fatality Web Map Updates:
    The Traffic Fatality Map has been updated with the latest fatality data through December 2023. In addition, the web map also features traffic fatality data for 2019, 2020, 2021, 2022, and 2023 on victim counts by year and by mode (Pedestrian, Bicyclist, Driver, Passenger, Motorcyclist, Other motorized User, Other non-motorized User). This integrated traffic fatality data comes from the compilation of instances by OPD, OakDOT’s Rapid Response Program, and Bicycle & Pedestrian Program.
  • AC Transit Draft Final Service Plan Postponed for Additional Review:
    The AC Transit Board of Directors voted to postpone moving forward to Phase Four of the Realign bus network project. Realign is a review of how AC Transit’s bus service works across our service area. It is an inclusive planning process that evaluates our existing service network and responds to changing travel patterns. This quantitative and qualitative assessment of AC Transit’s bus lines gathers data and rider feedback to develop a new bus service network focused on riders and equity.
  • 14th Street Safety Project Groundbreaking:
    Construction for the 14th Street project, which includes a protected bike lane, begins implementing the $20.9 million suite of traffic safety improvements.
