Remote participation including public comment via teleconferencing is not available at this time. Hybrid meetings may commence once the City of Oakland has established meeting procedures and allocated resources for simultaneously supporting in-person and remote participation. All Commission meetings will include procedures to comply with the open meeting requirements of the City’s Sunshine Ordinance and the State’s Brown Act.

| 6:00 | 1 | Roll Call, Determination of Quorum, Introductions, and Acknowledgement of Recent Bicyclist and Pedestrian Fatal Traffic Crashes (15 minutes) Chair Gardner will take roll call, determine quorum, and facilitate introductions. He will lead the commission in an acknowledgement of recent fatal and other high-profile traffic crashes in Oakland involving bicyclists and pedestrians. · At the time of this meeting agenda’s publication, OakDOT has not received notification of any bicyclist- or pedestrian-involved fatal or other high-profile crashes since those published in the September BPAC meeting agenda. |
| 6:15 | 2 | Open Forum / Announcements (below) / Public Comment (10 minutes) Members of the public may comment on any issue within BPAC’s subject matter jurisdiction. Comments on a scheduled agenda item will be heard with that item. The BPAC’s Open Forum Liasons track Open Forum issues raised by the public. The Liasons review the public comments on a periodic basis to identify policy issues for discussion by the Commission. | 6:30 | 4 | Committee Report-Backs (10 minutes) Committees of the BPAC will provide brief overviews and updates to the Commission. A list of active committees is included in the agenda packet and on the BPAC webpage. · Policy and Legislative Committee: The committee last met on August 12, 2024. They discussed items on 311 Service Requests and fatality/injury related bicyclist or pedestrian related crash data. They chose new committee co-chairs: Commissioner Nick Whipps and Kevin Dalley. Their next meeting is planned for Tuesday, November 12, 2024, from 5:30-7:00 PM in City Hall Hearing Room 4. They plan to discuss committee goals, the Oakland General Plan Update, a Pedestrian Plan update, and updates on previous items. · Infrastructure Committee: The Infrastructure Committee met on September 5, 2024. They discussed the Regional Measure 3 (RM3) Safe Routes to Transit & Bay Trail (SR2TBT) grant applications, the Alameda County Transportation Commission (ACTC) Countywide Comprehensive Investment Plan (CIP) status of ongoing CIP projects and application review, and the Caltrans Doolittle Paving Project. | 7:05 | 6 | BusAID Grant Application for AC Transit International Blvd BRT Phase 2 Project (25 minutes) AC Transit staff will share an update on the Quick Build: International Blvd Delineation Project. They will also share an overview of their application for this project for the Metropolitan Transportation Commission (MTC) Bus Accelerated Infrastructure Delivery (BusAID) Grant and will request review of the MTC Complete Streets Checklist and a Statement of Exception from the BPAC. |
| 7:30 | 7 | BPAC Commissioner Recommendations (15 minutes) The Recruitment Committee will report back with recommendations from its review of the nineteen applications of people seeking to be appointed to the BPAC for the 2025-2027 term. The commission strives for equity and geographic representation of Oakland’s neighborhoods. The Committee is recommending Nick Whipps (reappointment), Kirsten Flagg, Alexander Perry, and Fernando Rodriguez Perez (alternate). Commissioners are appointed by the Mayor and confirmed by City Council. |

There will be a ride organized by Bike East Bay from City Hall at 9:30am, Friday, October 11 to the ribbon cutting at Telegraph Ave and 27th St at 10:30am to celebrate the completion of the Telegraph KONO Complete Streets Project. - Calm East Oakland Streets:
The Calm East Oakland Streets project aims to create slow, calm, and inviting streets for people to walk and bike safely to neighborhood destinations. As part of the project, from October 16 through November 6, 2024, including Halloween, OakDOT will implement a one-way traffic pattern [PDF flyer] on:- 81st Ave from Olive St to Plymouth St
