BusAID Grant Application for International Blvd BRT Phase 2 Project

At the October 17, 2024 BPAC meeting, AC Transit staff will share an update on the Quick Build: International Blvd Delineation Project. They will also share an overview of their application for this project for the Metropolitan Transportation Commission (MTC) Bus Accelerated Infrastructure Delivery (BusAID) Grant and will request review of the MTC Complete Streets Checklist and a Statement of Exception from the BPAC.

Original AC Transit Quick Build Project

  • Project was established to implement treatments that discourage improper and unauthorized use of bus-only lane.
  • Identify 8 candidate blocks between 14th Avenue and 42nd Avenue for evaluation and implementing treatments.
  • $400,000 design and construction budget

OakDOT Partnership to Expand

  • International Boulevard is a high injury corridor where severe and fatal crashes have persisted.
  • The City is contributing $1.7 million to expand the project in high priority equity areas.

Quick Build: International Blvd. Phase 2 with BusAID

  • International Blvd between 14th St and 107th St
  • “Fill in the gaps” following the evaluation of the Quick Build: International Blvd Project.
    • Red transit lane paint striping
    • Channelizers – type dependent on post-evaluation of preliminary engineering study
  • Prioritize high-injury corridor locations in Oakland with opportunity to continue partnership with OakDOT for expanded rollout.

MTC BusAID Program Overview

  • Bus “Accelerated Infrastructure Delivery” Program
  • Emphasizes near-term (quick-build) solutions at problem “hotspot” locations identified by transit operators.
  • Goal: Reduce transit travel times and improve transit reliability.
  • International Blvd is one of eight projects selected by MTC.
    • Complete Streets Checklist is required to receive funding.

Project Delivery Timeline (Estimated start time)

  • Q2/Summer 2025: Design Phase (6-9 months)
  • Q1/Spring 2026: Pre-Project Evaluation
  • Q1/Spring 2026: Construction Phase (6-9 months procurement; 6-8 weeks construction)
  • Q1/Spring 2027: Post-Project Evaluation
