6:001Roll Call, Determination of Quorum, Introductions, and Acknowledgement of Recent Bicyclist and Pedestrian Fatal Traffic Crashes (10 minutes)
Chair Ralston will take roll call, determine quorum, and facilitate introductions. He will lead the commission in an acknowledgement of recent fatal and other high-profile traffic crashes in Oakland involving bicyclists and pedestrians.
• As of the writing of this agenda, no new fatal pedestrian or bicyclist crashes have been filed since those included in the June 2025 special meeting agenda.
6:102Open Forum / Announcements (below) / Public Comment (10 minutes)
Members of the public may comment on any issue within BPAC’s subject matter jurisdiction. Comments on a scheduled agenda item will be heard with that item. The BPAC’s Open Forum Liasons track Open Forum issues raised by the public. The Liasons review the public comments on a periodic basis to identify policy issues for discussion by the Commission. To request City services, please contact the City of Oakland Call Center (311).
6:203Approval of meeting minutes (5 Minutes)
Seek motion to adopt the June 2025 BPAC meeting minutes.
6:254Committee & Liaison Overviews and Report Backs (15 minutes)
Committees of the BPAC will provide brief updates to the Commission. All commissioners will be given the opportunity to volunteer for, switch, or remove themselves from the Commission’s committees and liaison positions. A list of active committees is included in the agenda packet and on the BPAC webpage.
• Infrastructure Committee:
The committee last met on July 3, 2025, and discussed: and heard an item on the Slow Streets draft network. Their next meeting is scheduled for Thursday, September 4, 2025, from 3:30 to 5:30 PM.
• Policy and Legislative Committee:
The committee met last on May 5, 2025. Their next meeting is scheduled for Monday, July 28, 2025, 6-7:30 PM.
6:405Caltrans Bay Area Bike Plan Update 2025 (25 minutes)
Jasmine Stitt, Caltrans District 4 Complete Streets Performance Coordinator, will provide a presentation on the draft Caltrans Bay Area Bike Plan Update, with a focus on recommendations and priorities related to Oakland. This updated bike plan analyzed conditions for biking along and across the State Transportation Network in the nine county Bay Area, and identified priority improvements to provide a more connected, lower-stress bicycle transportation network in our region.
7:056Chinatown Complete Streets Plan (25 minutes)
Manuel Corona, Transportation Planner in the Major Project Division at OakDOT, will present the completed Chinatown Complete Streets Plan. The Plan includes an existing conditions evaluation, community engagement, and the proposed conceptual plans for three corridors through Oakland Chinatown.
7:407BPAC Commissioner Recruitment & Outreach (10 minutes)
Staff and commissioners will discuss the BPAC recruitment process, seek volunteers, and consider a motion to create an ad-hoc recruitment committee.

    The Oakland Alameda Water Shuttle is now operating six days a week with the addition of Tuesdays! Added more departures and longer hours on Fridays, Saturdays, and Sundays—63 trips each day, with 15 hours of service running from 7:20am to 10:30pm. View the new schedule.
  • Speed Camera Vendor Contract:
