6:001Roll Call, Determination of Quorum, Introductions, and Acknowledgement of Recent Bicyclist and Pedestrian Fatal Traffic Crashes (10 minutes)
Chair Ralston will take roll call, determine quorum, and facilitate introductions. He will lead the commission in an acknowledgement of recent fatal and other high-profile traffic crashes in Oakland involving bicyclists and pedestrians.
• As of the writing of this agenda, there were no crashes since the ones described at the July meeting.
6:102Open Forum / Announcements (below) / Public Comment (10 minutes)
Members of the public may comment on any issue within BPAC’s subject matter jurisdiction. Comments on a scheduled agenda item will be heard with that item. The BPAC’s Open Forum Liasons track Open Forum issues raised by the public. The Liasons review the public comments on a periodic basis to identify policy issues for discussion by the Commission. 6:203Approval of meeting minutes (5 Minutes)
Seek motion to adopt the July 2025 BPAC meeting minutes.
6:254Committee & Liaison Overviews and Report Backs (15 minutes)
Committees of the BPAC will provide brief updates to the Commission. All commissioners will be given the opportunity to volunteer for, switch, or remove themselves from the Commission’s committees and liaison positions. A list of active committees is included in the agenda packet and on the BPAC webpage.
Infrastructure Committee:
The committee last met on July 3, 2025, and discussed: and heard an item on the Slow Streets draft network. Their next meeting is scheduled for Thursday, September 4, 2025, from 3:30 to 5:30 PM.
Policy and Legislative Committee:
The committee met last on Monday, July 28, 2025. Their next meeting is scheduled for Monday, October 27, 2025, 6-7:30 PM.
• Ad-Hoc Recruitment Committee:
Applications are due September 11, 2025, for three BPAC positions with terms beginning January 2026. The Committee hosted a Meet and Greet on August 13, 2025 at the Cesar Chavez Library to encourage people to apply.
6:405Oakland General Plan Update (30 minutes)
Members of the General Plan Update team in Oakland’s Planning and Building Department, will present on the recently released Options for How We Stabilize and Grow. These Options are three big-picture ideas for how and where Oakland should stabilize (invest in the wellbeing of current residents and prevent displacement) and grow (plan for new homes, jobs, parks, and transportation in the next 20 years).
7:106Slow Streets Network Draft Recommendations (30 minutes)
OakDOT Bicycle and Pedestrian Program staff will present draft recommendations for a Slow Streets network in Oakland. Slow Streets were initially an OakDOT innovation during the Covid-19 pandemic to provide physically-distanced outdoor spaces for residents. Staff are taking lessons learned from the pandemic and applying them to Oakland’s work-to-date developing bike boulevards and neighborhood bike routes (NBRs). Staff are proposing these routes be re-envisioned as slow streets for travel at human-powered speeds while simultaneously making these streets more welcoming for residents to use as public spaces. This presentation will explain the purpose, planning criteria, and methodology for developing the draft Slow Streets network. View an interactive web map of the draft Slow Streets network.

  • BPAC Applications:
    The City of Oakland is now accepting applications to fill three seats on the Oakland Bicyclist and Pedestrian Advisory Commission (BPAC) for three-year terms starting in January 2026. Please share!
  • Community-Led Traffic Safety Pilot Program Launch:
    In July, the City of Oakland began accepting permit applications for the Community-Led Traffic Safety (CLTS) Pilot Program. The 3-year pilot program will give community members the opportunity to submit applications for permits to implement quick-build traffic safety projects on their neighborhood streets. As the program launches, the City is actively working on the implementation of two demonstration projects: One at MLK Jr. Elementary School in West Oakland, and one at Highland Community School in East Oakland.
  • Oakland General Plan Report & Survey:
    The Oakland Planning and Building Department has released the “Oakland for All: Option for How we Stabilize and Grow” report as part of the Oakland General Plan Update. There is also a survey on questions posed in the report. The survey is open until September 24, 2025.
  • Request a free bike rack:
    Need public bike parking at your destination? Request a bike rack to be installed at no cost on City-owned property (like public sidewalks).
