| 6:00 | 1 | Roll Call, Determination of Quorum, Introductions, and Acknowledgement of Recent Bicyclist and Pedestrian Fatal Traffic Crashes (10 minutes) Chair Ralston will take roll call, determine quorum, and facilitate introductions. He will lead the commission in an acknowledgement of recent fatal and other high-profile traffic crashes in Oakland involving bicyclists and pedestrians. • Around 8:45am on September 11, 2025, an Asian, female pedestrian in her 90s was killed in a collision with a vehicle at 8th St and Broadway while crossing 8th St. |
| 6:10 | 2 | Open Forum / Announcements (below) / Public Comment (10 minutes) Members of the public may comment on any issue within BPAC’s subject matter jurisdiction. Comments on a scheduled agenda item will be heard with that item. The BPAC’s Open Forum Liasons track Open Forum issues raised by the public. The Liasons review the public comments on a periodic basis to identify policy issues for discussion by the Commission. | 6:25 | 4 | Committee & Liaison Overviews and Report Backs (15 minutes) Committees of the BPAC will provide brief updates to the Commission. All commissioners will be given the opportunity to volunteer for, switch, or remove themselves from the Commission’s committees and liaison positions. A list of active committees is included in the agenda packet and on the BPAC webpage. • Infrastructure Committee: The committee last met on September 4, 2025, and heard items on the Highway Safety Improvement Program (HSIP) Grant projects and the Community-Led Traffic Safety (CLTS) Pilot Program. Their next meeting is scheduled for Thursday, November 6, 2025, from 3:30 to 5:30 PM. • Policy and Legislative Committee: The committee met last on Monday, July 28, 2025. Their next meeting is scheduled for Monday, October 27, 2025, 6-7:30 PM. • Oakland City Council Public Works and Transportation Commission Liaison: The BPAC will consider a motion to appoint a liaison to the Oakland City Council Public Works and Transportation Commission. |
| 6:40 | 5 | I-880/42nd Ave/High Street Access Improvements (20 minutes) OakDOT staff Ade Oluwasogo, Supervising Transportation Engineer, and John Chin, Assistant Engineer II, will present on the I- 880/42nd Ave/High Street Access Improvements. The I-880/42nd High Street Access Improvements project will improve connectivity around I-880, a significant commercial and industrial regional connector. The improvements include construction of an extension of 42nd Ave from the off-ramp to Alameda Avenue, and an extension from High Street to Alameda Avenue. |

| 7:30 | 7 | Oakland General Plan Update Feedback (20 minutes) The BPAC’s ad hoc General Plan Update working group will present its collected General Plan policy framework and mapping scenario recommendations for the commission’s consideration and discussion of whether to submit a formal comment letter to the City’s planning team based on these recommendations. |

The 37th edition of the bi-annual newsletter provides an overview of the City’s progress implementing Oakland’s Bicycle Plan over the last six months (January – June 2025) and is now available. - Community-Led Traffic Safety Pilot Program Launch:
In July, the City of Oakland began accepting permit applications for the Community-Led Traffic Safety (CLTS) Pilot Program. The 3-year pilot program will give community members the opportunity to submit applications for permits to implement quick-build traffic safety projects on their neighborhood streets. As the program launches, the City is actively working on the implementation of two demonstration projects: One at MLK Jr. Elementary School in West Oakland, and one at Highland Community School in East Oakland. - Oakland General Plan Report & Survey:
The Oakland Planning and Building Department has released the “Oakland for All: Option for How we Stabilize and Grow” report as part of the Oakland General Plan Update. There is also a survey on questions posed in the report. The survey is open until September 24, 2025. - Request a free bike rack:
