| 6:00 | 1 | Roll Call, Determination of Quorum, Introductions, and Acknowledgement of Recent Bicyclist and Pedestrian Fatal Traffic Crashes (10 minutes) Chair Ralston will take roll call, determine quorum, and facilitate introductions. He will lead the commission in an acknowledgement of recent fatal and other high-profile traffic crashes in Oakland involving bicyclists and pedestrians. • Around 6:20pm on September 26, 2025, a 63-year-old, male Oaklander riding an electric bike was killed in a collision with a vehicle while traveling southbound on Miller Ave through the intersection of E 16th St. More information is included as an attachment to this agenda. |

Comments on a scheduled agenda item will be heard with that item. The BPAC’s Open Forum Liasons track Open Forum issues raised by the public. The Liasons review the public comments on a periodic basis to identify policy issues for discussion by the Commission. | 6:25 | 4 | Committee & Liaison Overviews and Report Backs (10 minutes) Committees of the BPAC will provide brief updates to the Commission. All commissioners will be given the opportunity to volunteer for, switch, or remove themselves from the Commission’s committees and liaison positions. A list of active committees is included in the agenda packet and on the BPAC webpage. • Infrastructure Committee: The next Infrastructure Committee meeting is scheduled for Thursday, November 6, 2025, from 3:30-5:30. Minutes have not yet been provided for the November 2024, January 2025, and March 2025 meetings. • Policy and Legislative Committee: Their next meeting is scheduled for Monday, October 27, 2025, 6-7:30 PM. |
| 6:35 | 5 | Caltrans Sustainable Transportation Planning Grant Application Projects – San Antonio Neighborhood Connections Plan and Hegenberger Road Complete Streets Plan (25 minutes) Jane Mei and Manuel Corona, Transportation Planners in the Major Project Division at OakDOT, will present on Caltrans Sustainable Planning Grant applications in development for Fiscal Year 2026-2027. The presentation will include two planning projects that OakDOT will be applying for: 1) the Hegenberger Complete Streets Plan and 2) the San Antonio Neighborhood Connections Plan; staff will be requesting letters of support from BPAC. |

| 7:35 | 7 | BPAC Commissioner Recommendations (20 minutes) The Recruitment Committee will report back with recommendations from its review of the 37 applications of people seeking to be appointed to the BPAC for the 2026-2028 term. The commission strives for equity and geographic representation of Oakland’s neighborhoods. The Committee is recommending Tonya Love, Denise Schmidt, Shayda Rager, and Jesse Olsen (alternate). Commissioners are appointed by the Mayor and confirmed by City Council. A summary of the applicants and information from their applications is in the PDF agenda packet linked above. |

Sign up to receive these BPAC agendas by email. - Caltrans Vision 980 Study Update:
Round 2 Engagement Results and Scenario Evaluation: The Vision 980 Study –- Phase 1 will identify a new concept and vision for transportation and land use along the entire I-980 corridor and will be completed in November 2025.
- Phase 2 will perform a more detailed feasibility and technical analysis of the concept/vision, starting in early 2026 and finishing in late 2027.
- The Vision 980 Study completed its second round of public engagement this summer with more than 1,900 surveys completed. The Engagement Activity Report #2 summarizes the public feedback received.
- Additionally, Caltrans and its consultant team completed the Scenario Evaluation Memo, wherein each scenario was evaluated against the relevant Study goals and objectives. The Engagement Report and the Evaluation Memo summarizing their evaluation of the scenarios are included in the PDF agenda packet linked above. Comments or questions may be sent to Vision980@dot.ca.gov.
- Walking Tours:

- Community-Led Traffic Safety Pilot Program Launch:
In July, the City of Oakland began accepting permit applications for the Community-Led Traffic Safety (CLTS) Pilot Program. The 3-year pilot program will give community members the opportunity to submit applications for permits to implement quick-build traffic safety projects on their neighborhood streets. As the program launches, the City is actively working on the implementation of two demonstration projects: One at MLK Jr. Elementary School in West Oakland, and one at Highland Community School in East Oakland. - Request a free bike rack:
