Caltrans Sustainable Transportation Planning Grant Application Projects 2026-27

At the October 16, 2025 BPAC meeting, Jane Mei and Manuel Corona, Transportation Planners in the Major Project Division at OakDOT, will present on Caltrans Sustainable Planning Grant applications in development for Fiscal Year 2026-2027. The presentation will include two planning projects that OakDOT will be applying for: 1) the Hegenberger Complete Streets Plan and 2) the San Antonio Neighborhood Connections Plan; staff will be requesting letters of support from BPAC.

FY 2026-27 Grant Applications

  • Applications due November 21, 2025
  • Grant maximum: $700,000
  • Anticipated award announcement: Spring/Summer 2026
  • FY 2025-26 City of Oakland applications:
    • Hegenberger Road Complete Streets Plan (85/100)
    • San Antonio and Jingletown Neighborhood Connections Plan (73/100)
    • ADA Transition Plan (matching funds for SS4A grant) (54/100)

Hegenberger Road Complete Streets Plan — Objectives

  • Partner with community-based organizations from East Oakland to guide the entire planning process.
  • Build off prior planning and engagement to identify baseline mobility needs on Hegenberger Road.
  • Engage communities to establish transportation-focused priorities for Hegenberger Road.
  • Collect existing conditions data and conduct a racial equity impact analysis.
  • Develop up to four (4) design concepts and work with communities to select and refine a final concept. This may include near-term and long-term improvements.

San Antonio Neighborhood Connections Plan — Objectives

  • Collaborate with schools and neighborhood organizations in San Antonio area to guide the entire planning process.
  • Build off prior planning and engagement to identify local connections and intersections for traffic calming.
  • Engage communities to establish transportation-focused priorities for the San Antonio area.
  • Collect existing conditions data and conduct a racial equity impact analysis.
  • Identity and design up to 4 traffic calming locations and work with communities to select and refine final concept designs.
