At the November 6, 2025 BPAC Infrastructure Committee meeting, Oakland DOT Complete Streets Infrastructure Division Planning staff will provide a presentation on upcoming and ongoing design work on paving streets, with corridor highlights including 38th Ave, Foothill Blvd, and 14th Ave.

- Add ped refuge islands, floating corner islands

- Remove railroad tracks
- Bellevue Ave Paving
- In coordination with Grand Avenue Complete Streets Paving Project, continue two-way cycle track around Lake Merritt.
- Lakeshore Ave/ 1st Ave Gap Project
- Sidewalk-level two-way pathway at pinch point
- Bus boarding island
- Two-way cycle track connection between E18th Street and International Blvd
- Sidewalk level connection to 1st Ave Place (no NB bike lane between International and Foothill)
- 5th Ave – Embarcadero to E 12th St
- Separated curbside bike lane connecting East Bay Greenway on E10th Street to Embarcadero to the South
- Traffic calming improvements to connect to bike network on E12th St
- Foothill Blvd and Parallel Route
- Outreach and design related to Bike Plan recommendation on Foothill between 23rd Ave and Fruitvale Ave
- Will be paired up with paving on Foothill from High St. to 73rd Avenue.
- Outreach and Design related to Neighborhood Bike Route/Traffic Calming on parallel “Wiggle” route through residential neighborhoods
- 38th Avenue Traffic Calming
- $300K MTC Technical Assistance Grant to conduct public outreach and design for traffic calming and safety improvements on 38th Avenue from E12th Street to MacArthur
- 14th Avenue Connections Project
- This project will conduct traffic analysis, concept design, and public outreach for the streets highlighted in Yellow, with the goal of connecting the ongoing 14th Avenue Streetscape Project to the bikeway network along MacArthur Blvd and north under the 580 freeway.
- 14th Avenue Streetscape Project is currently under construction, completion date Summer 2026. Northern boundary of road diet and buffered bike lanes is E27th Street.
- 18th Street Bikeway (AHSC Project)
- AHSC Grant funded project which includes roadway repaving
- Road diet and pedestrian/bike safety improvements
- Railroad track removal
- Tie into upcoming striping improvements on 17th/18th between Market and Brush.
- Quick Build – Multi-Lane Uncontrolled Crosswalks
- Flex posts and striping on lane lines approaching uncontrolled crosswalk
- Flex posts and paint sidewalk and median extensions
