At the November 6, 2025 BPAC Infrastructure Committee meeting, Marjon Saulon, Government Affairs Representative of the Port of Oakland provided an update on an Adeline Corridor project and 3rd Street Truck Corridor proposal through the Jack London Square area. [PDF fact sheet]

Background
- $21.7M project in one-time funding from the state’s Port and Freight Infrastructure Program (PFIP) awarded in 2023 meant to address port congestion and enhance efficiency.
- Originates from suite of projects for proposed Howard Terminal Ballpark & incorporates general feedback from the community.
- Two roadway projects:
- 3rd St (Market to Broadway)
- Adeline St (3rd to 7th, including 5th St to Union)
- Schedule:
- Now in early stages of design
- Mid-2026: Design completion
- Early 2027: Construction starts
- Early 2028: All construction complete
Project Deliverables
- Preserve truck corridor
- Improve pedestrian safety
- Install missing sidewalks
- Re-pave & re-stripe
- Improve lighting and intersection controls
- Remove perpendicular parking, replace with parallel (maintain angled parking)
- Add storm water treatment
- New 4-way stops as warranted (Brush & Castro)
3rd St: Improve Safety for Trucks & Bikes
- 3rd St is a truck route.
- Overweight trucks use 3rd St.
- Encourage bikes to turn at Brush St to use existing bike lanes on 2nd St.
