6:001Roll Call, Determination of Quorum, Introductions, and Acknowledgement of Recent Bicyclist and Pedestrian Fatal Traffic Crashes (10 minutes)
Chair Ralston will take roll call, determine quorum, and facilitate introductions. He will lead the commission in an acknowledgement of recent fatal and other high-profile traffic crashes in Oakland involving bicyclists and pedestrians.
• Around 2pm on October 23, 2025, an Asian, female, 71-year-old pedestrian, was walking her bicycle across San Pablo Ave just north of 29th St when she was struck by a vehicle. She was transported to the hospital and listed in critical condition.
• Around 5:30pm on October 21, 2025, a 35-year-old, Hispanic male was riding a scooter southbound on Harrison St between 21st St and Grand Ave when he was struck by a vehicle. He is currently listed in critical condition.
6:102Open Forum / Announcements (below) / Public Comment (10 minutes)
Members of the public may comment on any issue within BPAC’s subject matter jurisdiction. Comments on a scheduled agenda item will be heard with that item. The BPAC’s Open Forum Liasons track Open Forum issues raised by the public. The Liasons review the public comments on a periodic basis to identify policy issues for discussion by the Commission. 6:203Approval of meeting minutes (5 Minutes)
Seek motion to adopt the October 2025 BPAC meeting minutes.
6:254Committee & Liaison Overviews and Report Backs (15 minutes)
Committees of the BPAC will provide brief updates to the Commission. All commissioners will be given the opportunity to volunteer for, switch, or remove themselves from the Commission’s committees and liaison positions. A list of active committees is included in the agenda packet and on the BPAC webpage.
Infrastructure Committee:
The last Infrastructure Committee meeting was on Thursday, November 6, 2025. They heard items: by OakDOT’s Complete Streets Infrastructure Division (CSID) on 2026 Paving and Bike Plan Coordination, by the Port of Oakland on the 3rd Street and Adeline Street projects, and by the Alameda County Transportation Commission on the San Pablo Avenue Corridor Project.
Policy and Legislative Committee:
The last Policy and Legislative Committee meeting was on Monday, October 27, 2025. They heard items on the: 2025 Oakland Fire Code Amendments, Parking Policy and Traffic Safety, and Vehicle Speed Data.
• The Recruitment Committee is recommending alternate candidates Razzu Engen (primary), and Ben Lum (secondary) should any of the previously recommended candidates be unable to serve. Last month, the BPAC recommended Tonya Love, Denise Schmidt, Shayda Rager, and Jesse Olsen to fill four vacancies anticipated at the start of 2026. Commissioners are appointed by the Mayor and confirmed by City Council.
• The Liaisons to the Public Works and Transportation Committee of Oakland City Council will report back on items related to the BPAC.
6:405Discussion with Oakland Public Works and Transportation Committee Chair, Councilmember Zac Unger (30 minutes)
City of Oakland Public Works and Transportation Committee Chair, Councilmember Zac Unger, will share remarks and answer questions with the commission. The discussion will consider recommendations to include in the BPAC’s 2025 Annual Report that will be adopted by the BPAC at an upcoming meeting and presented in early 2026 to the Public Works and Transportation Committee of the Oakland City Council.
7:1062025 Fire Code Adoption (15 minutes)
The Policy and Legislative Committee will lead a discussion of the upcoming Fire Code adoption in relation to traffic safety infrastructure, particularly street width minimums.
7:257Open Forum Liaison Report (15 minutes)
Commissioner Jessup will report back on the status of Open Forum comments presented by the public to the BPAC in 2025.
7:408Annual BPAC Chair’s Report Preparation Discussion (10 minutes)
Chair Ralston will lead a discussion in preparation for the 2025 BPAC Annual Report to the Public Works and Transportation Committee.

  • Oakland E-bike Lending Program:
    As of September 23, 2025, Oakland residents over the age of 18 can now rent a high-quality e-bike for four weeks from the Fruitvale BART Bike Station. The standard rate is $120 and the rate for low-income residents is $20. There is also a $500 deposit required for everyone.
  • Walking Tours:
    As part of the engagement strategy for the Oakland General Plan and Oakland Pedestrian Plan Updates, the BPAC is invited to walking tours led by community groups. The next upcoming tours include:
  • San Antonio Neighborhood Connections Grant Application Update:
    Reporting back from the item at the October BPAC meeting on the Caltrans Sustainable Transportation Planning Grant Application Projects, after additional consideration, OakDOT’s Major Projects Division has decided to focus the San Antonio neighborhood planning grant application on neighborhood streets and leave International Blvd, Foothill Blvd, and other major streets to corridor studies.
  • Pedestrian Crossing Improvements:
    As was shared at the November BPAC Infrastructure Committee, the Complete Streets Infrastructure Division (CSID) will be implementing quick-build pedestrian crossing improvements at two locations on San Pablo Avenue in 2026: San Pablo Avenue & 23rd Street and San Pablo Avenue & 32nd St. CSID has been analyzing the 60+ marked crosswalks in Oakland with no traffic signals or stop signs that are located on roads with more than one lane per direction. Of these locations, these two San Pablo Avenue intersections have seen some of the most pedestrian crashes in a ten-year period, which is why they are being chosen as the first to receive these prototype treatments. Safety treatments will include plastic delineator posts between travel lanes on the approach to each crossing, paint/post corner extensions, and a new quick-build pedestrian refuge island.   • Oakland Alameda Water Shuttle Winter Schedule:
    The Oakland Alameda Water Shuttle has switched to a new winter schedule [PDF]. They will continue to operate six days a week, Tuesdays through Sundays, after seeing solid ridership on Tuesdays. On the weekends, the hours of service will be shortened to reflect the seasonal changes in weather and daylight.

    Need public bike parking at your destination? Request a bike rack to be installed at no cost on City-owned property (like public sidewalks).
