| 4 | 6:40 | Vehicle Speeds, Speed Limits, and Vehicle Volumes (30 minutes) Jason Patton, Supervising Transportation Planner in OakDOT’s Bicycle and Pedestrian Program, Safe Streets Division, will continue the discussion from the 1/15/26 BPAC meeting about an ongoing staff effort to gather, organize, and share citywide data on traffic speeds and volumes. This interactive web map shows these data and the speed limits adopted in the Oakland Municipal Code. To view data on vehicle speeds or volumes, click on “Layers” and select the layers to be displayed (or hidden) by clicking the “eyeball” icon located next to the name of each layer. The data includes almost 800 traffic counts collected in locations across Oakland from 2008 through 2025. | ||
| 5 | 7:10 | Tracking current issues and future agenda item suggestions (10 minutes) The Committee will discuss the status of ongoing policy issues: ● City of Oakland Pedestrian Plan update ● Land Use and Transportation Element (LUTE) of the City of Oakland 2045 General Plan Update ● Speed Safety Cameras Pilot Program (AB 645) updates ● Daylighting (AB 413) implementation in Oakland ● SeeClickFix / OAK 311 issues ● Speed bump policy – Can Oakland change policy so that speed bumps can be installed without signatures from two-thirds of addresses? ● Prioritizing paving for safety. Skyline Blvd is a dangerous street for cyclists, with deaths and severe injuries. Skyline is not scheduled for paving until 2028. Present explanation of prioritization, and determine whether Skyline priority should be changed ● Improve traffic calming when streets are paved. Include (not limited to): ○ Installation of traffic circles ● Tax for Waymo. Waymo may soon be traveling in Oakland. Will this increase traffic? Waymo frequently travels without passengers. Should Oakland take a specific stand on any of the following: ○ Vehicles Miles Traveled tax. AB1421 for 2025-2026 session, with pilot program SB339 ○ Deadheading charge, or empty mile surcharge. Probably requires a change in state law. SF and Berkeley have a transport network, but this does not include miles without passengers, which are not taxed but increase traffic ○ Clean miles standard, implemented by California Air Resources Board (CARB) |
