| 6:00 | 1 | Roll Call, Determination of Quorum, Introductions, and Acknowledgement of Recent Bicyclist and Pedestrian Fatal Traffic Crashes (10 minutes) Chair Whipps will take roll call, determine quorum, and facilitate introductions. He will lead the commission in an acknowledgement of recent fatal and other high-profile traffic crashes in Oakland involving bicyclists and pedestrians. • Around 6:30pm on Sunday, February 1, 2025, a Black, male, Oakland resident in his 70s was walking on Claremont Ave between Hillegass Ave and College Ave when he was fatally struck by a vehicle driving southbound on Claremont Ave. • Around 5pm on Saturday, December 27, 2025, a 65-year-old, Asian, male, Hayward resident was bicycling south on Webster St when he was fatally struck by a driver who was turning right from Webster St onto 12th St. |

| 6:25 | 4 | 2026 Grants Lookahead (35 minutes) Yvonne Chan, Transportation Planner in OakDOT’s Funding Strategy Team, will provide a lookahead of OakDOT’s grant application strategy in 2026. This will include a summary of key grant programs, upcoming deadlines, and draft applications (ranging from initial proposals to nearly complete applications). In addition to an overall lookahead, this presentation will include (1) review of the MTC Complete Streets Checklist for the Hegenberger Road Complete Streets Plan and (2) review of potential Fiscal Year 2027 Transportation Development Act Article 3 (TDA 3) project applications. Current grant-funded projects are shown in the OakDOT Projects Map. |
| 7:00 | 5 | Bay Area Transit Regional Measure (25 minutes) Kaleo Mark from Seamless Bay Area will present on a potential November 2026 regional ballot measure to prevent transit service cuts and promote reliable public transit across the region. The measure would be for a sales tax 0.5 cent increase in Alameda, Contra Costa, San Mateo, and Santa Clara counties and a 1 cent increase in San Francisco, where the greatest fiscal needs for transit are concentrated. It is estimated to generate approximately $1 billion a year in revenues. The funds would support many transit operators and transportation authorities, with the largest chunk (31%) going to BART. AC Transit would receive 5% of the revenue. This funding would be used to avoid cuts to transit service which could include BART eliminating 2 full lines, stopping service at 9pm on weekdays, and eliminating all weekend service and AC Transit cutting up to 37% of overall service. |
| 7:25 | 6 | Committee & Liaison Overviews, Report-Backs, and New Assignments (20 minutes) Commissioners will discuss outreach and engagement opportunities to connect residents with the work of the BPAC. Committees and liaisons of the BPAC will provide brief updates to the Commission. A list of active committees is included in the agenda packet and on the BPAC webpage. • Infrastructure Committee: The last Infrastructure Committee meeting was on Thursday, January 22, 2026. They heard a presentation on the 18th Street AHSC Grant Project and reviewed the East Bay Greenway – Oakland North segment. Their next meeting is scheduled for Thursday, March 5, 2026, 3:30-5:30pm at 250 Frank Ogawa Plaza in the Broadway Conference Room. • Policy and Legislative Committee: The last Policy and Legislative Committee meeting was on January 26, 2026. They heard items on the Proposed Parking Enforcement Organizational Change and Vehicle Speeds, Speed Limits, and Vehicle Volumes. The next meeting is scheduled for Monday April 27, 2026, 6-7:30pm in City Hall. • The Liaisons to the Public Works and Transportation Committee (PWTC) of Oakland City Council will report back on items related to the BPAC. The February 10, 2026 meeting of the PWTC included an informational report on “Reorganizing of the Parking Division” and the BPAC may consider a motion to update or reiterate the BPAC’s letter on this matter dated January 2, 2026. Commissioners and members of the public will be given the opportunity to volunteer for, switch, or remove themselves from the Commission’s committees and liaison positions. Per the BPAC’s By-Laws: • Committees can be formed by an action of the BPAC selecting two to four commissioners to serve on the committee. The appointed commissioners can select up to three additional non-commissioners as members of the committee. • The BPAC may designate an individual commissioner or member of the public as a liaison to another body, including committees, task forces, boards, and commissions. To be a liaison, an individual does not need to be a formal member of the other body. |

An agenda item regarding the 42nd Avenue and High Street Access Improvement Project has been scheduled for the Public Works and Transportation Committee meeting on February 24, 2026. The proposed resolution will amend Resolution No. 89703 C.M.S. authorizing the City Administrator to acquire from Home Depot U.S.A., Inc. a 776-square-foot parcel, along with 130.93 linear feet of access control and a 14,179-square-foot temporary construction easement, for a total cost not to exceed $975,659 for the construction of the project.
OakDOT staff provided updates on this project during the September 2025 BPAC meeting. This notification aims to clarify the scope of the project. The proposed extension of Jensen Street from High Street to Alameda Avenue will include sidewalks on both sides. Additionally, the extension of 42nd Avenue from the I-880 off-ramp to Alameda Avenue will feature Class II bike lanes on both sides. Please refer to the attached project plans for further details. - 2nd Street Transit Hub project survey:
Do you ride the bus in Jack London? Take OakDOT’s survey by March 31, 2026. The survey is available in English, Spanish, and Chinese. The City of Oakland Department of Transportation (OakDOT) is designing a project in Jack London. The 2nd Street Transit Hub project will create safer and easier connections between the bus, train, and ferry. - Speed Safety Camera Program Launch:
The City of Oakland launched the Speed Safety Camera Program last month, installing camera systems at 18 locations across Oakland on the city’s High Injury Network. Over 17,000 warnings were issued in the first five days of the program. The cameras detect when a vehicle is traveling 11 MPH or more above the posted speed limit. When a vehicle is recorded speeding, the camera photographs the license plate, and a citation is mailed to the registered owner. The warning period will end, and citations will begin to be issued in mid-March. - 8th Street Corridor Improvements:
OakDOT will be tabling at the Lunar New Year Parade on Saturday, February 28, 2026 to talk about the 8th Street Corridor Improvements project. - OakDOT Projects Map:
