2026 Grants Lookahead

OakDOT's Grant Strategy

At the February 19, 2026 BPAC Agenda BPAC meeting, Yvonne Chan, Transportation Planner in OakDOT’s Funding Strategy Team, provided a lookahead of OakDOT’s grant application strategy in 2026. This will include a summary of key grant programs, upcoming deadlines, and draft applications (ranging from initial proposals to nearly complete applications). In addition to an overall lookahead, this presentation will include (1) review of the MTC Complete Streets Checklist for the Hegenberger Road Complete Streets Plan and (2) review of potential Fiscal Year 2027 Transportation Development Act Article 3 (TDA 3) project applications. Current grant-funded projects are shown in the OakDOT Projects Map.

OakDOT’s Grant Strategy

  • Oakland’s adopted Capital Improvement Program (CIP) prioritization identifies priority projects for funding.
  • Grant programs also have unique priorities and eligibility requirements.
  • OakDOT’s strategy seeks alignment between these factors:
    • CIP prioritization
    • Project readiness
    • Feasibility to deliver
    • Stakeholder support
      • and:
    • Funding eligibility
    • Grant program goals
    • Local match needs
    • Administrative requirements

Application Requirements related to BPAC

  • MTC Complete Streets Policy / Checklist
  • BPAC review is required for all MTC funding requests over $250K
  • Feedback is welcome to improve OakDOT’s review process (e.g., batch checklists, focus review at BPAC Infrastructure Committee)
  • Annual TDA applications specifically require BPAC review
  • Letters of support are optional, though helpful and appreciated
