General Plan Update – Draft Land Use Framework

At the March 19, 2026 BPAC Agenda BPAC meeting, Members of the General Plan Update team in Oakland’s Planning and Building Department, will present on the recently released Draft Land Use Framework. The Draft Land Use Framework for Oakland’s General Plan Update connects the community’s vision for the city with updates to topics like land use, transportation, parks and open space, and public facilities. It explains how we can meet community priorities, such as adding more housing and services near transit and jobs, taking better care of parks and open spaces, making streets safer, and improving public transit.

The Draft Framework builds on the community’s preferred Option, “City of Neighborhoods,” by encouraging walkable, mixed-use neighborhood centers with housing, services, transit access, and community spaces across the Town. It also includes top ideas from other Options, like creating a network of greenways to connect neighborhoods and improving access to the waterfront.

  • Advance racial equity by establishing more just policies related to land uses, parks and open space, and transportation.
    • Ensure people have homes and feel healthy and safe.
    • Celebrate Oakland’s many cultures and identities.
    • Support good jobs and economic opportunities.
    • Create better-connected neighborhoods.
    • Ensure that all communities can access essential services and resources.

Shared Community Priorities

  • Support equitable communities by encouraging neighborhood centers.
  • Improve transit safety, frequency, and accessibility for all users.

  • Invest in increased maintenance of parks, streets and sidewalks, public spaces, and community facilities.

  • Promote development of affordable housing and anti-displacement strategies.

    • Develop Hegenberger Corridor as gateway to the city

    • High-density, mixed-use along major corridors & near BART stations
  • Technology and Research Centers
    • New hubs to capture jobs in technology, green industry, life sciences, advanced manufacturing, and artisan production
