| 6:00 | 1 | Roll Call, Determination of Quorum, Introductions, and Acknowledgement of Recent Bicyclist and Pedestrian Fatal Traffic Crashes (10 minutes) Vice Chair Jessup will take roll call, determine quorum, and facilitate introductions. He will lead the commission in an acknowledgement of recent fatal and other high-profile traffic crashes in Oakland involving bicyclists and pedestrians. At the time of the publishing of this agenda, no bicyclist or pedestrian fatal traffic collisions have been recorded since those published in the last agenda packet. |

| 6:25 | 4 | BPAC Committee & Liaison Report Backs (10 minutes) Committees of the BPAC will provide brief updates to the Commission. All commissioners will be given the opportunity to volunteer for, switch, or remove themselves from the Commission’s committees and liaison positions. A list of active committees is included in the agenda packet and on the BPAC webpage. • Infrastructure Committee: The last meeting was on March 5, 2026. Their next meeting is scheduled for Thursday, May 7, 2026 from 3:30-5:30pm at 250 Frank Ogawa Plaza in the Broadway Conference Room. On March 25, 2026, members of the committee met with Oakland Fire Department and Oakland Department of Transportation staff at Fire Station No. 17 on High St and discussed issues relating to the committee including pedestrian safety islands and Fire Code clearances. • Policy and Legislative Committee: The last meeting was on January 26, 2026. The next meeting is scheduled for Monday, April 27, 2026 at 6-7:30pm in City Hall. • The Liaisons to the Public Works and Transportation Committee (PWTC) of Oakland City Council will report back on items related to the BPAC. View notes. • Liaison to the Mayor’s Commission on Peoples with Disabilities (MCPD), Commissioner Perry, will report back on the activities of Oakland’s MCPD. • Liaison to the Planning Commission, Commissioner Schmidt, will report back on the activities of the Oakland Planning Commission. |
| 6:35 | 5 | Safe Trips to BART (25 minutes) BART staff will present Safe Trips to BART: An Action Plan for Safer Roadways. This plan identifies investments that could reduce or eliminate traffic deaths and severe injuries, primarily transportation infrastructure improvements on public roadways found on the High Injury Network around BART Station Study Areas. Agencies can get public support for right-sizing streets by highlighting BART’s service as another mobility option. Additionally, this plan includes a Focus Station Area Action Plan for Coliseum Station. |
| 7:00 | 6 | Kennedy St/E 7th St Bikeway Project (25 minutes) Patrick Phelan, Transportation Planner in OakDOT’s Bicycle & Pedestrian Program Team, will provide an overview of concepts to improve walking and biking connectivity in the Jingletown area, along with a review of Measure DD work and remaining bay trail gaps. The project’s MTC Complete Streets Checklist will also be presented for BPAC review. |

Celebrate Trails Day is April 25! Join Bike East Bay, the Rails to Trails Conservancy, and Sports Basement on a group ride for Celebrate Trails Day, an annual event held on the fourth Saturday of April to encourage everyone to get outside and enjoy our nation’s trails. We’ll be joined on this ride by elected officials, county and State commissioners, and public agency staff to learn more about the San Francisco Bay Trail and the transformative bicycle and pedestrian infrastructure that’s planned to connect Oakland and San Francisco. We’ll highlight the local, countywide, regional, State, and national importance of this portion of the Bay Trail. We’ll share the most recent progress on completing the connection across this Bay and what’s needed to see this vision through. - 73rd Ave Active Routes to Transit Project:
This spring, OakDOT is applying for funding through the Active Transportation Program Cycle 8 grant to implement the 73rd Avenue Active Routes to Transit project. A median path design was selected by community members in 2024. Construction for this project is tentatively estimated to cost $40 million.
