Vision 980 Study – Introduction

At the October 19, 2023 BPAC meeting, Becky Frank and Hunter Oatman-Stanford, transportation planners from the Office of Regional and Community Planning at Caltrans District 4, introduced Caltrans’ Vision 980 Study.

The study aims to improve connections between West Oakland and Downtown Oakland and will identify a new concept and vision for transportation and land use along the entire I-980 corridor.

Seminary Avenue Paving Project

At the September 21, 2023 BPAC meeting, Colin Piethe and Cathy DeLuca, transportation planners from OakDOT’s Planning & Project Development team, provided an introduction to a paving project on Seminary Avenue between Sunnymere Boulevard and Foothill Boulevard. Staff is seeking commissioners’ feedback on initial conceptual designs, including a potential new bikeway between Sunnymere Boulevard and MacArthur Boulevard.

Telegraph Avenue Paving Project – 52nd to Woolsey

At the September 21, 2023 BPAC meeting, Charlie Ream and Cathy DeLuca, transportation planners from OakDOT’s Planning & Project Development team, will provide an introduction to a paving project on Telegraph Ave between 52nd Street and Woolsey Street. Staff recently kicked off the project and is seeking commissioners’ feedback on initial conceptual designs.

Oakland E-Bike Lending Pilot Program Update

At the August 17, 2023 BPAC meeting, OakDOT Transportation Planner Michael Randolph provided an update on the Oakland Electric Bike Lending Pilot Program. This project will provide communities with access to affordable medium- and long-term rentals with approximately 136 e-bikes, cargo bikes, and adaptive bikes at launch, while supporting community-run bike shops to perform maintenance and educate users. This five-year project is funded by a $1,000,000 grant from the Clean Mobility Options Voucher (CMO) program. Staff has also applied for an additional $500,000 from the CMO Voucher program, to help support operations of the program.

Oakland-Alameda Estuary Bridge Project

At the July 6, 2023 BPAC Infrastructure Committee meeting, Rochelle Wheeler, Senior Transportation Coordinator at the City of Alameda, will lead a discussion about a bicyclist and pedestrian bridge proposal across the estuary between West Alameda and Jack London Square.

Fire Code Update

At the July 20, 2023 BPAC meeting, Felicia Bryant, Fire Marshal with the Oakland Fire Department, provided an update on amendments to Appendix D of the Fire Code. In September, the amendments will be presented to the Public Safety Committee of the City Council, following up on amendments adopted by City Council in 2022. Jason Patton, Senior Transportation Planner with OakDOT, helped explain the collaboration between the two departments on implementing traffic safety measures that are supportive of Fire Department operations.

Residential Speed Bump Program

At the July 20, 2023 BPAC meeting, Joe Wang, Supervising Transportation Engineer, and Matthew Reiter, Assistant Engineer II from the OakDOT Safe Streets Traffic Engineering Section presented on the residential speed bump program, which is the most popular program among other DOT workflows that have recently installed speed bumps as well.
