Transportation Development Act (TDA) 3 Projects Grant Applications FY22

At the April 15, 2021 BPAC meeting, Julieth Ortiz, OakDOT Transportation Planner, presented an overview of existing Transportation Development Act (TDA) Article 3 projects and a draft project list for fiscal year 2021-22. This year’s recommendation is to use funding for existing programs/projects, including the bicycle parking program, the stairs and path program, and Foothill pedestrian safety improvements. Input from the Commission regarding priorities is welcome.

Affordable Housing Sustainable Communities (AHSC) Grant Projects

At the April 15, 2021 BPAC meeting, Julieth Ortiz and Yvonne Chan, OaktDOT Transportation Planners, provided an update of existing AHSC projects and an overview of the proposed projects OakDOT is currently considering for Cycle 6. The Affordable Housing and Sustainable Communities Program (AHSC) is administered by the Strategic Growth Council and implemented by the California Department of Housing and Community Development. AHSC is one of the CA Climate Investments programs whose goal is to integrate affordable homes and sustainable transportation.

Overview

AHSC is a State “Climate Investment” Program to fund affordable housing + sustainable transportation to direct investment towards the most disadvantaged communities in the state and maximize economic, environmental, and public health benefits.

Recommendations for ACTC COVID-19 Rapid Response Program

In late July, the Alameda County Transportation Commission (CTC) announced “the availability of $1.125 million in local Bicycle and Pedestrian Measure B sales tax funds for the deployment of a COVID-19 Rapid Response Bicycle and Pedestrian Grant Program (RRGP) to support Alameda County’s economic recovery and regrowth from the impacts of COVID-19.

The City of Oakland applied to the grant program and its application was recommended to the Alameda County Technical Advisory Committee on 29 October 2020.

Oakland’s project is for “Citywide Bicycle/Pedestrian Rapid Response Enhancements“: Enhance existing, temporary safety installations with more durable improvements, including signage, striping, markers and modular curb to build on Oakland’s Slow Streets “Essential Places” and “Rapid Response” programs.

Highway Safety Improvement Program (HSIP) Grant Cycle 10 Applications

At the September 17, 2020 BPAC meeting, OakDOT Staff Teresa Peterson and Charlie Ream presented the one systemic project and two corridor specific projects selected for HSIP Cycle 10 grant applications and solicit feedback on the project design. They requested letters of support from BPAC for each of the projects.

The three proposed projects that OakDOT will submit to HSIP are:

  1. 14th Street (Mandela Parkway to Adeline Street)
  2. 98th Avenue (Edes Avenue to MacArthur Boulevard)
  3. Systemic application – 2-lane unsignalized intersections with pedestrian collisions

Foothill/22nd St Project

At the August 6, 2020 Infrastructure Committee meeting, Lucas Woodward, OakDOT staff presented on the Foothill Blvd/22nd Street Project, that the City is preparing an Active Transportation Program (ATP) application for. There were no plans/documents shared at this time.

  • Garfield Elementary Safe Routes to School — There was a fatal crash here in 2019, which resulted in rapid response project around the school.
  • This application builds on top of the rapid response project with more expensive upgrades like signals—mast arm, left turn phase, pedestrian leading phase
  • $650-815k budget total
  • ATP application deadline: Sept. 15, 2020

7th Street Connection Project

At the August 6, 2020 Infrastructure Committee meeting, Charles Ream, OakDOT staff presented on the 7th Street Connection Project, that the City is preparing an Active Transportation Program (ATP) application for.

About the Project

7th Street from Mandela Parkway to Market Street is set to be repaved in 2022/23. As part of this paving project, the City of Oakland Department of Transportation (OakDOT) will remove one lane of vehicle travel and install buffered bike lanes as called for by the West Oakland Specific Plan and the 2019 Bike Plan Update.

The 7th Street Connection Project is an effort by the City to target State or Local Grant funding to go above and beyond what is planned as part of repaving. OakDOT is conducting outreach to the West Oakland community to gather input on potential improvements to the full 7th Street Corridor from Mandela Pkwy to MLK Jr. Way, including sidewalk widening, new trees and lighting, and safety improvements for people walking and biking. These improvements would only be possible through a State or Local transportation grant application.

Safe Routes to BART

At the July 16, 2020 BPAC meeting, Craig Raphael, Senior Transportation Planner in the Capital Finance Section, requested letters of support for two grant applications that are being prepared for the Safe Routes to BART Grant Program: the 19th Street BART to Lake Merritt Urban Greenway ATP project and the E 12th Street Bikeway project.

19th Street BART to Lake Merritt Urban Greenway ATP project

This project proposes upgrading the existing bike lanes on 20th Street (Thomas L. Berkley Way) from Broadway to Harrison Street—Lake Merritt. The upgrades include separating the bike lanes with barriers and adding dashed markings in the intersections.

On the north side of 20th Street at 19th Street BART station between Broadway and Franklin Street, the bike lane would be raised at sidewalk level (aka a cycle track) and painted green. At that section, there is no car parking except an accessible loading zone, which includes a curb ramp at the middle of the block. The bike lane would have dashed green “conflict zone” markings there, as well as at driveways.

E 12th Street Bikeway project

This project proposes a bikeway on E 12th Street from 35th Avenue at Fruitvale BART station to 54th Avenue. The bikeway includes different bikeway designs depending on the street context. The concept plans are below.
