Remote participation including public comment via teleconferencing is not available at this time. Hybrid meetings may commence once the City of Oakland has established meeting procedures and allocated resources for simultaneously supporting in-person and remote participation. All Commission meetings will include procedures to comply with the open meeting requirements of the City’s Sunshine Ordinance and the State’s Brown Act.

| 6:25 | 4 | Recent Bicyclist- and Pedestrian-Related Crashes (10 minutes) Commissioner Schader will lead the commission in a discussion of recent fatal and other high-profile traffic crashes in Oakland involving bicyclists and pedestrians. · On Friday, September 8th, 2023 at approximately 10:28 AM, a pedestrian laying in the roadway was killed by a driver at the 9100 block of International Boulevard. · On Sunday, September 10th, 2023 at approximately 2:21 AM, a 27-year-old male pedestrian was killed by a combination of having been struck by a vehicle and gunfire at the 300 block of 14th Street (near Harrison Street). |

Staff recently kicked off the project and is seeking commissioners’ feedback on initial conceptual designs. |

Sign up to receive these BPAC agendas by email. - Paint the Town street mural painting at Garfield Elementary School:
Trybe, a community-based non-profit in the Eastlake/San Antonio/Fruitvale area, is painting a street mural on E 17th Street between 22nd Ave and 23rd Ave adjacent to Garfield Elementary and in partnership with the school. The mural is being painted on September 5th through 7th. Trybe conducted extensive community outreach with neighbors from April to August 2023, and worked with Garfield Elementary to drive student and community participation in designing and painting the mural. The mural project is facilitated by OakDOT’s Paint the Town Program. - School Crossing Guard Program:
40 Crossing Guards (covering 39 schools) have returned to work as of August 7th, 2023. After a concerted community outreach process, OakDOT has received more than 50 applications for employment as an OakDOT Crossing Guard. OakDOT is scheduling interviews to fill 30 to 35 vacant positions. - Speed Limit Lowering in Business Activity Districts:
OakDOT has identified 57 corridors totaling 26.5 miles in Oakland that are eligible for speed limit lowering per Assembly Bill 43. OakDOT Traffic team has begun issuing work orders to install lower speed limit signs in Business Activity Districts (BAD) as part of the Safe Oakland Streets (SOS) initiative. The installation will be done by the OakDOT Traffic Maintenance in-house signing crew with a plan to implement reductions in 11 locations by Summer 2023. The installation of lower speed limit signs for the following locations has been completed:- San Pablo – 16th St to William St
- Macarthur – 89th Ave to 90th Ave
- 11th St – Broadway to Harrison St
- 12th St – Broadway to Alice St
- Fruitvale – E 22nd St to E 19th St
- Fruitvale – Lynde St to Blossom St
- Sidewalk Parking Enforcement:
Michael Ford, Manager of the Parking and Mobility Division, provided an Informational Report to the Public Works and Transportation Committee on September 12, 2023 on the issue of sidewalk parking. The report noted that the City will resume enforcement of sidewalk parking on narrow streets throughout the City, including two streets (Underhills Road and Hillsborough Street) that have not been enforced due to internal memos or agreements with residents that previously allowed them to park on the sidewalk. - BPAC Tabling Materials:
OakDOT staff are developing a design and acquiring tabling materials for the BPAC to facilitate BPAC participation at community events. The materials may include banners or tablecloths, flyers, t-shirts for BPAC members, and other handouts. If you have thoughts on a potential design or materials, please email Stephen Tu.
