Comments on a scheduled agenda item will be heard with that item. The BPAC’s Open Forum Committee tracks Open Forum issues raised by the public. The Committee reviews the public comments on a periodic basis to identify policy issues for discussion by the Commission. 6:25 | 4 | Recent Bicyclist- and Pedestrian-Related Crashes (10 minutes) Commissioner Schader will lead the commission in a discussion of recent fatal and other high-profile traffic crashes in Oakland involving bicyclists and pedestrians. • On Sunday, 2/19/23 at 7:08am, a 100-year-old Asian male pedestrian was fatally struck by a driver on 19th St at Harrison St. |
6:35 | 5 | Transportation Development Act (TDA) Article 3 Grant Application (25 minutes) Julieth Ortiz, Transportation Planner III in OakDOT’s Capital Finance Section, will provide an overview of the Transportation Development Act (TDA) Article 3 Program, followed by an update of existing TDA-funded projects and a draft project list for fiscal year 2023-24. This year’s recommendation is to fund the design of two stairs and paths projects, including the Comstock stairs (#103) and stairs #206 (Trestle Glen). This item needs BPAC review for this TDA cycle. OakDOT is still ensuring that there is staff and contracting capacity to implement the proposed projects before committing to requesting funds this cycle. |
7:00 | 6 | Bike to Work Day 2023 Planning (15 minutes) Chris Hwang from Walk Oakland Bike Oakland (WOBO) will share plans for and ways to get involved in Bike To Work Day 2023, Thursday May 18, 2023. This year’s Oakland BTWD celebrations in Oakland will include programming in partnership with Bike East Bay, The Crucible, and Oakland Central Business Improvement District; and bicycle rides with Councilmembers and Mayor Thao on BTWD and throughout the month of May. |
7:15 | 7 | Paving Plan Update (25 minutes) Sarah Fine, Paving Program Manager, will present a final update on the 2019 3-Year Paving Plan and provide a status report on the adopted 2022 5-Year Paving Plan (5YP). Additional information about the 2022 5YP, including a map of streets and schedule, can be reviewed here. |

In consultation with the City Administrator’s Office and the City Attorney’s Office, OakDOT staff canceled the March 2 meeting of the Infrastructure Committee of the Bicyclist & Pedestrian Advisory Commission (BPAC). The meeting was canceled due to questions regarding compliance with the State’s requirements for meetings of a local jurisdiction’s legislative bodies. OakDOT staff has asked BPAC Commissioners to defer all committee meetings until the matter is resolved. The meetings of the Commission itself are not in question. - Oakland Traffic Fatality Web Map:
The Safe Streets Division updated the Traffic Fatality Map with the latest available fatality data. The map now features traffic fatality data for 2019, 2020, 2021, 2022, 2023 on victim counts by year, by modes (Pedestrian, Bicyclist, Driver, Passenger, Motorcyclist, other Motorized User, Other non-motorized User) based on data collected by OPD and OakDOT’s Rapid Response Program.
