At the March 16, 2023 BPAC Meeting, Julieth Ortiz, Transportation Planner III in OakDOT’s Capital Finance Section, provided an overview of the Transportation Development Act (TDA) Article 3 Program, followed by an update of existing TDA-funded projects and a draft project list for fiscal year 2023-24. This year’s recommendation is to fund the design of two stairs and paths projects, including the Comstock stairs (#103) and stairs #206 (Trestle Glen). This item needs BPAC review for this TDA cycle. OakDOT is still ensuring that there is staff and contracting capacity to implement the proposed projects before committing to requesting funds this cycle.

At the March 16, 2023 BPAC Meeting, Sarah Fine, Paving Program Manager, presented a final update on the 2019 3-Year Paving Plan and provided a status report on the adopted 2022 5-Year Paving Plan (5YP). Progress Report: 5YP Year 1 to Date
At just five paved miles completed with less than six months remaining in the fiscal year, OakDOT will not meet its annual mileage goal of 55 miles.
Completed design mileage reflects work that is ready for construction. Completed design miles are also not on track for this six-month period, given that the annual target is 55 miles and completed design mileage is just under 30 miles.
At the February 16, 2023 BPAC Meeting, Michael Randolph, OakDOT Transportation Planner II, and Kerby Olsen, Transportation Planner III, presented exciting news regarding the City’s street furniture. The City’s contract with Clear Channel Outdoor (CCO) to maintain and advertise on Oakland bus shelters will end this April. Staff are developing a request for proposals (RFP) for a long-term Coordinated Street Furniture Program to manage bus shelters, benches, trash bins, public toilets, etc.and other street furniture. Staff anticipates that the RFP will be released in Spring. Additionally, Council instructed staff to enter into a franchise agreement with IKE Smart City, a purveyor of digital informational kiosks.

East 12th Street Bikeway Project Update:
OakDOT is planning to apply to the Safe Routes to BART program, Cycle 2, to support the E. 12th Street bike project.
8th Street West Oakland Traffic Calming Project Interviews:
Bicyclist and Pedestrian Program staff conducted interviews with seventeen residents of 8th Street to engage more deeply with residents about the neighborhood and project outcomes.
At the January 12, 2023 BPAC Infrastructure Meeting, Robert Prinz, committee co-chair, presented this project for discussion.
Robert noticed extensive utility work on Adeline Street in West Oakland which resulted in repaving for a long segment that was recommended for bike lanes in the bike plan.
Followed up with bike program staff to ask if coordination with the utility on re-striping with bike lanes was possible, instead up just re-striping to previous configuration.
Also followed up with some West Oakland resident contacts and a bike shop owner, who in turn followed up with Councilmember Fife, who in turn followed up with the DOT to express support for the effort.
Robert checked in a few times with staff for updates, but for the most part stayed out of their way from that point on.
Several months later, the new striping was installed, including a road diet with buffered bike lanes from 35th St to 18th St, and new high-visibility crosswalks at multiple locations.

At the December 15, 2022 BPAC meeting, Commissioner Alex Frank facilitated a discussion on a series of policy recommendations that aim to balance safe street designs with fire safety for Oakland residents. The discussion will include a summary of the City’s Fire Code Appendix D (minimum clear lane requirements), its relationship to roadway design, and bicyclist, pedestrian, and motorist safety.
